InterMutual offers free personal web publishing and free weblogging. They also have a news section devoted to weblogging.
It is a simple matter to sign on and you are allocated a free, no add, 1000kb site. Not much space but hey, it is free.
Hey, found your site in my http referers. Thanks for the plug. We are actually planning to soon offer a variety of free weblog publishing software AND a free site builder.
